The Division of Administration, the Department of Health and Hospitals, and the Board of Supervisors of Louisiana State University, submits the attached response to HCR 139 of the 2013 Regular Session of the Louisiana Legislature regarding the operation and management of state hospitals by private entities to the House and Senate Committees on Health and Welfare and to the Joint Legislative Committee on the Budget.

HCR 186 of the 2015 Regular Legislative Session requested the Department of Health and Hospitals to study and evaluate the current level of health and well-being of the residents of Louisiana, as well as available and potential models of healthcare delivery to create a Louisiana Health and Wellness Innovation Plan that helps this state to achieve the goal of having the healthiest people in the nation with access to the highest quality, most efficiently delivered health care.

Monitoring the health status of a population is an essential step in evaluating the effectiveness of various health programs and in developing programmatic policy for the future. Monitoring the status of a population relative to certain health indicators over a number of years is an especially effective tool for health planning. Act 985 of the 1995 Louisiana Regular Legislative Session, enacting R.S. 40:1300.71, requires that the Louisiana Department of Health and Hospitals annually prepare a report card relative to health and health-related issues.

DHH submits the attached letter in response to Senate Resolution 227 which requested the Department of Health and Hospitals to study the medium and long-term health effects of the British Petroleum oil spill on the health of the residents of Louisiana.

DHH submits the attached report in response to SCR 34 which requested that DHH, the Department of Education (DOE), the Medicaid managed care organizations and representatives of the Whole Child Initiative collaborate to develop a plan to implement the Whole School, Whole Community, Whole Child (WSCC) model in Louisiana.

HCR 166 of the 2015 Regular Legislative Session requested the Department of Health and Hospitals to study a means to facilitate burial of a fetus or fetal remains resulting from a loss of pregnancy at less than twenty weeks' gestation.

LDOE, DCFS and DHH submit the attached report in response to ACT 534 of the 2014 Regular Legislative Session relative to sex education programs; to provide for legislative findings; to require certain agencies to meet and review state programs aimed at reducing teen pregnancy and preventing the spread of sexually transmitted diseases; to require a written report to the legislature; and to provide for related matters.
