History of Louisiana Access to RecoveryThe Access to Recovery (ATR) program was created as a Presidential initiative to provide client choice among substance use disorder clinical treatment and recovery support providers, expand access to a comprehensive array of clinical treatment and recovery support options (including faith and community-based organizations), and increase substance use disorder treatment capacity.
ATR aims to include more faith and community based caregivers and to enhance and expand overall services. Key features of ATR are that substance use disorder treatment clients have a free choice of providers and recovery support services are included in the continuum of care.
The United States Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Treatment (CSAT) awarded Louisiana its first Access to Recovery grant (ATR-I) in 2004. Based on the success of this three-year grant project, the State of Louisiana decided to maintain the ATR program and continues to fund the program today.
Freedom of Choice and Electronic Voucher Program
All Access to Recovery providers are expected to use their ATR provider privileges and ATR funds to facilitate “Freedom of Choice” and promote individualized pathways to recovery through the provision of evidence-based substance use treatment and recovery support services. All ATR provider activities and services offered to individuals are entered into an innovative and cost-effective web-based voucher and electronic case record system. In this web-based system, the client is given a voucher that may be “redeemed” by eligible providers as payment for treatment and recovery support services. There are no contracts or RFP’s issued to providers under this program.
